Voluntary Buyout Program Offers Moffett Residents a Final Opportunity for Flood Recovery Assistance

Monday, November 10, 2025 — Residents in the Town of Moffett still have one last chance to receive financial assistance through the Voluntary Property Buyout Program currently active in the community.

The Eastern Oklahoma Development District (EODD), in coordination with the Oklahoma Department of Commerce (ODOC), continues working with homeowners impacted by the historic 2019 floods to help them transition to safer locations outside of high-risk flood zones.

The buyout program provides compensation based on a property’s pre-disaster value with additional incentives to support relocation. The goal is to permanently convert purchased land into open space or green space, minimizing future flood risk and eliminating repetitive damage.

While the program prioritizes low-to-moderate income families, other property owners may also qualify under urgent need criteria. Vacant lots are also eligible for inclusion.

To date, 58 lots and six residential structures have already been acquired and are awaiting demolition. Officials emphasize the importance of acting quickly; the application deadline of November 15, 2025, marks the end of opportunities for federal recovery funds.

Program coordinators warn that once the buyout program concludes, FEMA will move forward with suspending Moffett from the National Flood Insurance Program, which would make the town ineligible for future federal flood assistance.

Residents with remaining flood-damaged properties are strongly encouraged to apply while support is still available.
